Law of Recognising the Hujjah
Much has been written on this topic and can be easily found on various dawah related websites

In the most simplest terms, the Hujjah (Allah’s proof on the earth) is recognised through the following 3 statements:
1) The Will of the Prophet Muhammad (نص تشخيصي)
Divine texts, including divine dreams are a divine tradition since the time Adam was appointed as vicegerent, who then appointed his son hibatullah هبة الله and this tradition continued in every generation, until the Prophet Muhammad left his written will the night he passed away, which named the successors after him: 12 Imams by name and 12 Mahdis, of which the first is named.

(سنة من قد أرسلنا قبلك من رسلنا ولا تجد لسنتنا تحويلا) الإسراء 77
Tradition of our messengers whom We sent before you and you will not find any change in our tradition) Alisraa’ 77
(وأرسلنا للناس رسولا وكفى بالله شهيدا)
And we sent a messenger for people and Allah is enough as a witness
2) Divine knowledge (العلم)
The Imam can answer all questions relating to religious matter and is inspired day and night (Imam Ja’far (as))

I asked Abu Ja’far (Alsadiq) about when Allah most high said “Allah commands you to handover the trusts to the rightful owners and when you make decisions amongst people, that you decide with the justice that is in your hands”, then He said “Oh you who have believed, obey Allah and obey the Messenger and the ones in authority among you” His intention was to command all Muslims until the Day of Judgement to obey us, and if you fear disagreement in a matter then refer it to Allah, His messenger and those in authority. That is how it was revealed. How can Allah command them to obey the ones in authority and allow them to argue. It was simply said to the ones to the ones who were given the command – it was said to them ‘Obey Allah and obey the Messenger and the ones in authority among you’. (Alkafi – Kulayni vol 1 p. 276)
(سألت أبا جعفر ع عن قول الله عز وجل إن الله يأمركم أن تؤدوا الأمانات إلى أهلها وإذا حكمتم بين الناس أن تحكموا بالعدل الذي في أيديكم ثم قال للناس يا أيها الذين آمنوا أطيعوا الله وأطيعوا الرسول وأولي الأمر منكم إيانا عنى خاصة أمر جميع المؤمنين إلى يوم القيامة بطاعتنا فإن خفتم تنازعا في أمر فردوه إلى الله وإلى الرسول وإلى أولى الأمر منكم كذا نزلت وكيف يأمرهم الله عز وجل بطاعة ولاة الأمر ويرخص في منازعتهم إنما قيل ذلك للمأمورين الذين قيل لهم أطيعوا الله وأطيعوا الرسول وأولى الأمر منكم)
3) Divine Cause or Divine banner (الرأية أو حاكمية الله)
استخلاف or appointing God’s vicegerent is the basis of religion and is a key topic in the Qur’an, with it featuring throughout the history of man: Adam (as), David (as), Muhammad (as), all being mentioned as God’s vicegerents and Messengers in the Qur’an. Authentic foretell of the Mahdi’s pending arrival, who will be God’s vicegerent on earth. Hence, vicegerents are there throughout man’s past, present and future history on earth.

And the purpose with Allah’s sovereignty is not only on the level of shariah, but also on the level of implementation, whilst it is not possible to talk about Allah’s sovereignty on the level of shariah without it being implemented. Since the shariah gets refreshed, it is necessary to have an implementer who is connected to Allah, so that he conveys the ruling for every innovation or new matter. And it is not necessary for Allah’s vicegerent to face the matter himself, but he must have control over the system of sovereignty, specifically ‘bloods’ (i.e. over people’s lives), for example, decisions of war and peace, or blood compensation such as executions.
والمقصود بحاكمية الله ليس على مستوى التشريع فقط، بل على مستوى التنفيذ أيضا، مع أنه لا يمكن بحال القول بحاكمية الله على مستوى التشريع دون المستوى التنفيذي؛ حيث إن التشريع متجدد فلا بد إذن من منفذ متصل بالله ليوصل حكم كل مستحدث ومستجد، وليس ضروريا أن يباشر خليفة الله الحكم بنفسه، بل الضروري أن يكون مسلطا على نظام الحكم وبالخصوص الدماء، أي مثلا ما يخص قرار الحرب والسلم، أو القصاص أي كأحكام الإعدام).
