A: tattoos are allowed in the area of the eyebrows for a specific reason. For example, loss or lack of hair. As for tattoos using pictures of animals or other things on the body, they are not allowed.

As for someone who had a tattoo made before they believed (in the Imam), there is a specific answer from the Syed (as) for that.

Peace be upon you and the mercy of Allah and his blessings
I want you to help me:
I had a tattoo made in my right forearm 10 years ago and the tattoo starts from the shoulder and reaches the forearm. Now I am 31 years old and I want to know the ruling for salaat with this tattoo, since removing it will require an operation. it is necessary to remove it, or what should I do?
Please help me. May Allah reward you.

Answer: In the Name of Allah, the Abundantly Merciful, the Extremely Merciful, and blessings of allah be on Muhammad and his Family, the Imams and the Mahdis, and peace in abundance.
It is not necessary for you to remove it and your salaat will not be harmed with it being in your arm.

This was if a prior tattoo did not have Allah’s name or the name of any of the infallibles (pbut). if that is the case, then it is as he (pbuh) has said:

Answer: and the tattoo of the body with these names, is not permissible. If someone had done this, then it is necessary for them to remove it, if possible. Otherwise, it is not allowed to make that area impure. if impurity should touch it, it must be purified. It is not necessary to purify oneself from a ‘hadath’ (typically refers to breaking one’s ablution) so that they can touch the tattoo, which is in their body.

ج/ يجوز الوشم في منطقة الحاجب لسببٍ ما، مثل انعدام الشعر أو قلته. أما وشم صور حيوانات وغيرها على الجسم فغير جائز.

ليس ضرورياً الآن أن تزيله ولا يضر بالصلاة وجوده بيدك.

هذا اذا كان الوشم السابق ليس فيه اسم الجلالة او احد المعصومين (ع) فإذا كان كذلك فحكمه في قوله(ع) :-

ج/ وشم البدن بهذه الأسماء غير جائز، ولو كان قد فعل هذا الأمر فيجب عليه أن يزيله إن أمكن، وإلا فلا يجوز أن ينجسه. ولو وقعت عليه النجاسة يطهره، ولا يجب عليه أن يتطهر من الحدث ليمس الوشم الذي في بدنه.
